The High Court has determined that medical records that are essential
to the findings of an independent inquiry can be published without
breaching the Data Protection Act.
This ruling results from the case of Michael Stone who was convicted
of the murder of Lin and Megan Russell and attacking Josie Russell.
Stone objected to the publication of the report of the inquiry into his
care, which contained extensive citations from his medical and
psychiatric notes.
