A major survey of the public’s experience of public-sector websites
carried out as part of the EU’s IST-sponsored eUSER programme has found
a major demographic split across Europe between users and non-users of
public-sector websites. Users tend to be younger, better educated, more
affluent and from each country’s majority population. Non-users tend to
be older, less educated and from ethnic minorities.
