evaluation of factors that will strongly influence the outcome of the
National Programme for IT.

From the standpoint of an experienced IM&T director at a large NHS trust,
the author first lists 10 top problem areas that could, if not rectified,
cause England’s National Programme for IT to fail; then adds 10 top reasons
why the Programme is likely to succeed. The author concludes it
is too early to judge which outcome is most likely.
