Learning from the evaluation of the South Staffordshire project in
the Electronic Record Development and Implementation Programme (ERDIP)
was combined with the use of the Balanced Scorecard technique to develop
an approach to defining business requirements for the Integrated Care
Records Services and the wider National Programme for IT. The approach
was developed in conjunction with Greater Manchester Strategic Health
Authority. It was found that healthcare requirements can be clarified
very effectively using this technique, but comprehensive use requires
substantial time and thought across healthcare communities. Simplified
versions can be used to think through business requirements in short
timescales, responding to the pressures introduced by the National
Programme for IT. In the medium term, however, clarity of business
requirements will be a key factor in effective identification and
realisation of benefits.
